Sleeves can go to any point of one's arm. And, they have. Remember 3/4 tees?
This particular silhouette seems inspired by the kimono. So, to answer the original question - yes, sleeves go to elbows now. They have done so for centuries.
In my life i have never worn any tees that goes down to elbow like this nor i have seen one like this in my younger life until recently.
Just googled 3/4 tees (never heard about this terms) and now i understand what you mean. My wardrobes have always been either short sleeve or long sleeve. There was no 1/2 or 3/4.
The Price tshirts should be.

If you want a shirt that lasts, it needs polyester.

It's more like oversized than relaxed fit.
They used the word "oversized" in the second to last image, funnily enough.
Unfortunately relaxed, oversized and wide get used interchangeably too often. I think these descriptors should be kept distinct.
Agree. I prefer relaxed but not oversized. Looking at model's pictures, it doesn't look like a suitable t shirt for my choice.
The Uniqlo U 100% cotton t-shirt is probably more suitable for you, then. IMO that's their best t-shirt. Usually $15 on sale, though (but worth it)
@beltdrive: Ive got the cotton one which is I remember a bit thicket in XL for that extra oversized look and L for fitted over still oversized. Love both of them.
I wonder if you could size down to get the fit you want

Just got mine today. No, not overly low collar. Maybe slightly lower than your average Kmart tshirt, but I wouldn;t describe it as "low" at all.
Checked this out today, didn't like the pocket and didn't feel that comfortable like the AIRism long sleeve I bought.
