Sim Card and Mobile Number for Friend

Hi all, a few things here:

I'm looking at getting a new mobile number for a friend moving from overseas to Australia. He'll move here in the next 2-4 months. I have his details, full name, DOB etc and his full authority to do this on his behalf with the intention that once he moves here, he'll just transfer to a different provider. So, we don't want to spend much - mainly to receive SMS notifications and to have a number for when he moves here.

He needs a mobile number in advance because he's looking to enrol his children into different schools etc and to do that, they there's often 2 factor authentication with a mobile phone. I have a spare old phone that will work and happy to have it plugged in and he'll reach out if he needs the MFA.

(Yes, I know we can use mine originally, but in the future if they call, they'll be expecting him) - this just makes it ultra easy down the track for him and saves him from updating websites/ phone numbers etc when he does move over. (Other thing he doesn't have e-SIM capabilities with his phone - so just a physical SIM with an old phone of mine - I'm aware of the 3G shutdown dw)

  1. Is above legal to do on his behalf? - how do companies verify now for a new mobile number - I haven't done this for 20 years or more (note he's a lawyer and would not have a problem writing a letter of authority to act on his behalf in this matter)
  2. What's something that's relatively cheap - I'm thinking spending $10 or less for a 365 day plan, I keep the phone on Wi-Fi and he just migrates the number to a different provider when he arrives.

TLDR -
-Need new cheap mobile phone number with a SIM that will last for 2-6 months on behalf of a friend.
-What's cheap pre-paid sim with new phone number to receive SMS verifications
-Is it legal to do this and how do they verify?

    If outgoing isn't as problem, Amaysim's $10 365 pay plan for oncoming calls and SMS might work.

    Nothing wrong with that, but you also need person's passport number or australian driving lic number.

  • pretty sure you will also need his international passport details to sign up for most prepaid (https://www.vodafone.com.au/support/sign-up/plan-id?srsltid=…. as an example)

      Buy it in your name. Have him sign up to a new plan that gives him what he wants when he has the documentation to do so. Get back the SIM that's in your name. Use it yourself or destroy it.

      Note that this scenario of signing up to SIMs then letting someone else use them is exactly what the security rules on SIMs were meant to avoid. For a person with legit ID giving other people access to a mobile phone. No burner phones, limits on the number of SIMs a person can sign up for. They consider the person whose name its in to be responsible for how its used. Its like saying "here, use my drivers licence".

    Yes, the whole burner phone thing is what I was trying to avoid.
    Based on everyone's comments, I'll likely create a new mobile with a sim in my name and have the number transferred over to him when he arrives/ its required.

    • You may be over-thinking this. You buy the SIM in your name, he pays you for it ($29.70, see link below). When the SIM nears expiry you port out to his telco of choice, just needs your credentials as owner at the time of porting. Flip Connect is doing $9.95 per month for 3-months, 20GB. BTW, tell him to be wary of OzB forums where there appears to be a disturbing preponderance of migrants hating on Australia; which they're wholly entitled to do. I say best he comes to his own conclusion.
