If you're not worried about refurbished phones then you can pick up a s23+ for $700 off eBay. I did. Got an s23+ in excellent condition for $704 from Mobile_World ebay store.
Either Green Gadgets or Mobile_World seem to join the 15% refurb discount sales when they're on.
If you want to be very frugal, the $299 Samsung A35 is one of the best value phones available now

The S23 Fan Edition (FE) is using an Exynos chipset, which isn't as powerful or power efficient as the ordinary S23.
the vanilla S23 went on sale for $691 a couple of months ago and was even cheaper back in may with a trade-in bonus. So i wouldn't be tempted into buying the Loser Edition of the Galaxy S23 for $699, it would really need to be priced $200 cheaper ($499) to be competitive considering the specs you get.
If your phone is in dire need of replacement I'd consider the Moto G84 as an interim device (it only costs $268, has 12GB of RAM and massive 256GB of storage & 2 physical SIM slots) but if you can wait, I'd just keep your eyes peeled for a better trade-in deal on a S23 or S24 series.
Your Galaxy Note however may no longer qualify for trade-in since it's pretty old, but if you know someone with a more up-to-date device, you can grab their IMEI / serial for a 'false' trade in (where you don't actually send the device in — but still qualify for a bonus discount and pay a small penalty later).
S25 will probably release after CES (Consumer Electronics Show) which happens on January every year.
