probably feels more like an outdoor ball, not as a bad as a cheap rubbery school playground texture though. about as good as you can expect for a $20 ball.

Outdoor - varies, totally reliant on build/material quality. I got great usage out an outdoor Nike ball which developed a nice scuffed grip feel.
