I would avoid this. First time I played Tropico was a cracked version at a friend’s house. We both installed around 10:30 or 11 pm. Next thing we knew it was 5 am.

Is it worth just getting all the DLC and playing those versions or play the base game then move on? Do the DLC change the base game in good ways or are the DLC just more "content" ?
I may be a bit biased but 4 is my favourite version. I recommend the DLC, the Modern DLC changes the game quite a bit and you can toggle which one you want to play.
You could always start with this free version and wait for another sale on the DLC if you enjoy this. I quite enjoyed the game (bought it in 2014), but haven't got the DLC. Current price seems to be a pretty regular price for the DLC lately.

Based on personal preference, this is my favourite of the Tropico games. If someone was to play just 1 game in the series, then this would be it.
The DLC for Tropico 4 doesn't really add anything to the experience besides sometimes feeling like you've just spent real money to unlock a really advantageous building (the times that they're worth anything).
The best Tropico, the music and voice acting is perfect
I will install this and actually play it, as soon as I've finished The Callisto Protocol (which isn't a great game, but worth finishing).
