From my experience, Nintendo first party games are never sealed no matter where you purchase it from.
Sometimes the ones from Amazon are sealed, but it's hit or miss.
In my experience, places like JB Hi Fi don't have them sealed since they have the game cartridges behind the counter and will put them into the empty case you grab off the shelf.
I’m specifically talking about Nintendo first party title which Zelda is (also includes Mario, Pikmin, Animal Crossing etc..) but I don’t know the reason why. Maybe they opt to not seal them to save on plastic? Nintendo did make an effort to reduce plastic use in their game cases by making them hollow in the Wii U annd 3DS days so this is in line with that thinking. They might have changed though. Other games NOT made by Nintendo CAN be sealed though not always. Source: I used to work at EB games and we used to ‘gut’ games ie. take them out of their seals and take the content out.
@monkeyjaja: I think it is because Nintendo Australia get the first party cartridges in separate from the cases and put it together here. Perhaps the sleeve is printed here. Not sure.

I used to collect Wii U ( have a complete Wii U collection) and it happened with that as well. Seem to remember the question coming up back then.

@ninnypoop: It's not a lot somewhere around 170. I was collecting variants and big box versions etc so I have a fair bit more. This was Pal releases. There are JAP and US exclusives as well. I didn't bother with that
