      Rust-Oleum states:

      Use of Gloss Primer provides added corrosion protection, better adhesion and hiding. It is especially recommended for porous surfaces and bare metal. Use of a Matt Primer will lessen chrome effect.

      I did a rattle can job on a 90s Celica years ago with rustoleum cans. From memory I think I used somewhere from 6-10 cans plus 4 cans of clear but the more coats you can do the better. Looked crap and was covered in tiger stripes but that was the metallic ones (probably also user error)
