Kmart does (until stocks are low), Target doesn't is my experience.
It's surprising just how generous Kmart is with its free One Pass delivery. They'll give you free delivery on even larger clearance items that only cost a few dollars. I only make orders when I have a few things I want so as not to be wasteful with packaging, but they really let you get your money's worth with it. Not sure how it's economical for them considering postage on packages from most sites is usually $10 at a minimum even for smaller items. They must have special deals.
Bunnings is the same too. Cheap items can be ordered individually. On the weekend I've had items delivered same day as they use a courier.

Question for those who have this. Are the displayed colours fixed or do they alternate?
They're fixed, it's just a white light given color by passing through layers of tinted plastic. But it will appear to alternate if you move around because there are multiple layers of different types overlaid at different places.
I think the reason these and other such USB/battery powered led lights have been on clearance recently is because they are a possible fire hazard. I noticed a resistor in the cable of the cactus light I bought on clearance sometime ago. That thing heats up a lot. A similar light bought earlier had the same simple resistor based power circuit and that burnt out overnight. Now I'm wary of leaving the cactus light powered on for long.
Probably good to be aware.
