I'm sure overseas winners (from the limited countries permitted) would get a Tesla 3 delivered locally rather than shipping a US model. But the 1 x US$120k or 25 x US$39k cash equivalent prizes are far more appealing. Even if it gets 8 million individual entries/comments, with 26 prizes it's still better odds than a lotto game or prize home ticket.
