Anyway, I went to check out with some other things and PayPal only wanted $1.50 AUD.

Were you signed out on the second browser? New user accounts can get quite significant discounts on pretty much anything.
you need to pay using CC and in AUD. they screw you on the conversion rates for AUD, so keep it for small orders
