Hello, my close relative has been fined $644 for not displaying their disability parking permit the right side up to the window. All the other conditions have been met. The vehicle was used to transport the person to whom the permit has been issued.
If you or anyone else have had experience with dealing with this, please let me know what is the best way to appeal against this fine to increase the chances of a successful outcome.

There was another case from memory it was in Melb where the ranger couldn't see it from where he was standing…
The label was on the windscreen but had fallen onto the dashboard his reply was 'its not my job to go looking for it'….
how would they know if you failed to display or you're parking illegally.
The card was still there but the other side up. My relative can prove that she was eligible to park there with the valid permit details and her work schedule. She was driving a client with disability. This is part of her work.
Pretty sure they take photos or have body cam when they issue fines. Maybe OP could ask for a review of any stills or footage.

The permit wasn't displayed according to OP (if I'm reading it right they had the back facing out the window), any photo is just going to show that. I don't like the chances of appeal. Given OP says it's their job, surely they'd know to display the permit correctly.
Appeal it and try. We had an expired one by a few days and forgot to change it over. Appealed it with a copy of the new permit and old permit and the fine was withdrawn.
Write a letter of appeal clearly explaing the permit is valid and it was a simple mistake. I expect it will be withdrawn.
Don't blame the ticketing officer for anything as they did the right thing, otherwise there would be a lot of expired permits in use.
What sort of grubby government worker would issue a fine when they could see there was a permit but it was merely upside down? OK it 'may' have been expired but a real human as opposed to an NPC who can only follow 'rules' should have just let it pass.

One of the conditions for this type of parking is to display a valid disability parking permit. Upside isn't really cutting it.

Thats how law enforcement should work. By them following the rules then everyone is treated fairly.

Agree to Challenge it, but claiming they just tossed the permit there without checking wouldn't fly with me. That's just lazy.
If you feel inspectors should ignore permits that are upside down, what's stopping people from using a mate's old expired permits?
We have rules and laws that we live by. It's the basis of a functioning society.
Around here its quite common for people to "lose" their permit and get a replacement… more than once…. Amazingly its usually on their mates car

If they have a valid permit, try appealing, but the ranger was doing their job in this instance.
What does it say about appealing the fine on the notice they received? All the info you need is on that notice.
Try all your appeals and if it fails the way to deal with it in court that doesnt cost you is to plead guilty and ask for a dismissal under section 10.. Take your permit with you, and employment as a disability worker. Was it written on the car? (disabilty work). I have beaten a fine in court with this. I had a permit but forgot to display it. My client died that day and I stopped at centerlink to cancel his pension. I took a copy of the permit to court and his death certificate and explained I was not thinking clearly after the death and parked in that spot out of habit.
Seems harsh.
Obviously ask for a review. Maybe even reach out to the media or post on tik tok or where media will see it
