With these Amazon purchases: I have a fake US address with a fake US credit card that won't get used and all attached to an Amazon account for the purpose of running Amazon Android Appstore (never purchased software through Amazon, only daily freebies). If I was to replace the US card with my actual card (Australian based bank) would the account still be able to activate and purchase software?
I've only ever used my AU ANZ CC on Amazon. I have two address, AU and US. I just change the billing/shipping address from the drop down menu on the payment page. Never had a problem with it.

Not sure if anyone will pick this detail up but I'll include it for completeness. Since purchasing this during the week using an AU issued card, Amazon Android store won't let me download the daily freebies. I've just removed my AU card from the list of payment options and it works again.
I use my real card with a fake address and that does the trick so I presume your answer would be yes.
you know amazon are shooting themselves in the foot not having paypal. most have a credit card but sometimes we dont want to use cc to make a purchase
That's what credit cards are for, making purchases.
Amazon would be paying through the nose in PayPal fees if they did offer that as a payment method. Amazon is a huge company, they can afford not to use PayPal as most people feel safe using their cred card on Amazon.
If you're concerned that PayPal is where your money is and want to use that money, you can always transfer it to your credit card…
