Two problems with this phone
I would be more inclined to get the Sony Xperia Tipo Dual http://www.gsmarena.com/sony_xperia_tipo_dual-4832.php which is a dual active SIM phone with 4.0 ICS and can be had for around $149

They always make their phones cheaper but they have ridiculous shipping prices to make up for it

According to the manuals for these phones, they both have active standby for both SIMs at the same time, and they both disable one SIM when the other is hosting an active call. The manual for the Galaxy Y explicitly states that calls can still be received through a SIM even when you're using the other for data (with the caveat that the incoming call must be on a 2.5G or 3G network), but I can't find anything about this in the Xperia Tipo manual.

I can vouch for the Xperia Tipo Dual.
Had it for about a month. Brilliant phone, the only downside is the screen is on the small size. If the Tipo had a 4"+ screen it would amazing. As it is, IMHO it's the best dual SIM on the Aussie market at the moment.

BUYER BEWARE - the Galaxy S Duos does NOT support 850Mhz HSPA. So no NextG network for you!
In fact hardly any dual SIM phones support 850MHz support HSPA due to dual SIM mainly being popular in Asian countries where the 850MHz HSPA is not common (as they are usually highly urbanised small countries).

If it's anything like my normal galaxy y I would avoid it like the plague. It's such a terrible phone you would be better off spending the extra money on something better and save your sanity.
Also good for people who live a separate life ;)
