Anyone have any ideas on whether I should replace parts of this computer I bought 5 years ago or just buy a new one outright?
Budget around $2k

I'd only really upgrade if you are looking at 4k 144hz.
As already mentioned, it depends on what your aims are or if there are issues.
I went from a 3600 to a 5800X3D and am still happy with my PC's performance level.
Short of more information, I would suggest grabbing some canned air and giving everything a good clean and maybe a CPU upgrade to the 5000 series, maybe an X3D and seeing how it goes for the next few years. Also, if it's loud, you could consider upgrading CPU cooler or case fans.
What are you playing, what resolution, what games?
If you do not have to spend your entire budget, you may keep some components that you have, upgrade the CPU to a 5800X3D and upgrade the GPU. I believe everything else you can probably keep and it will work just fine.
Agree with this. 5800X3D or 5700X3D to save a few bucks, will net you pretty similar gaming performance.
And a new GPU though I wouldn't say your current GPU is that old/slow either..
Need more info from OP. 4k gaming, 1440p high refresh, ultrawide.. etc
I had a very similar spec build and my mate bought the same build, he still has his and can play every new game he wants.
As a couple of people have already mentioned a 5800X3D could be a great option, or even the newer (and cheaper) 5700X3D.
The only thing with this upgrade is you'd have to check that your motherboard can support the 5000 series chips, my understanding is with the B350 motherboards it depends on the manufacturer as to whether they made a bios version that works with the 5000 series.
Just upgrade the mouse.

Depends why you want to upgrade… What's lacking? What are you after? Moving up to 4K gaming? Video editing? Build a NAS?
