Depends, if you want 4k gaming or 2k high settings with rat, then 16gb vram is a must. 12gb just doesn’t work well now for same games already, not saying in 2-3years.
It definitely isn’t a ‘must’, there are barely any games that use over 12GB, and those that do run at less than 60fps anyway
The issues are massively overblown, it's basically NVIDIA marketing to get you to spend more. Yes, if I was building a $3k system I'd want more than 12gb. For 4k gaming it's a non issue because any currently available GPU with less than 16gb will push miserable framerates in any VRAM limited scenario anyway.
At 2k the only games that run into significant issues with 8gb of VRAM are a poorly optimised mess. There's nothing right now that you'd actually want to play at 2k that won't work well with 12gb.
Just buy the GPU that meets your performance requirements, as shitty as NVIDIA are, I think they balance provided VRAM with performance reasonably well.

pretty sure the 4070 I have seen around for 799 and the super still is 1100 esh if you're a 1440p gamer I think the 4070 will get you by the rest seem to be more for 4k gaming. AMD I dont' think even came out with a 7600 XT to replace the 6600 xt.

4080 was $1500 last year june/july with diablo 4 bonus i was tempted and got gift cards ready then OOS. holding since then.
White version is also available for $40 more.
