You can't judge a watch by this measurement only.
Seiko Marinemaster SBBN035 is 47.7mm but wears well on a small wrist due to the small lugs.
The SBBN035 was perfect on my 16cm wrist.
Although many of the Citizens, like this one, have long lugs so it won't wear well on a small wrist.

Mineral wears too easily. The 40hr sapphire is a better option imo but can't say either does much aesthetically
I prefer my sapphire to last longer than 40hrs.
NJ0130-88E looks nice to me.
