I believe this is a historical low. If you have a limited budget I would recommend purchasing SE instead of AE (Anniversary edition), which is $26.38. SE is all you need to use 99.99% of mods; it even has the same executable file as AE.
Probably the best modding guide is Lexy's, but it requires lots of time, downloading and some tinkering. Modding Skyrim is a game in its own right. Lexy: https://lexyslotd.com/
If you are new to modding, you should first acquire Mod Organizer 2 and become familiar with how it works. It was originally for Bethesda RPGs (Morrowind and newer) but supports some non-Bethesda games now. It is a massive improvement on just dumping all mods into a single override directory.
