I have flights to Egypt in Jan 2024 with a layover in Asia
Is it possible to buy travel insurance now with the intent to cover my flight costs in the event the government issues a Do Not Travel warning down the road in Jan 2024?
The current status for Egypt is at Reconsider Your Travel with parts of the border as Do Not Travel.

I'd say even it it had been possible, it is too late now to get insurance.
Given Egypt's history of Islamic terrorism against tourists, you may wish to "Reconsider Your Travel" in the current circumstances. It ain't going to get better before January.

Soon as you get your tickets, get your travel insurance, in case you get sicky before the travel. Rest is pure unluck, can't predict the future conditions.
