That looks like the base game with the older graphics. Apparently the Spacer's Choice Edition is the one to get… but that's $59.09 at GOG or $87.43 on Steam.
Lots of people on gog are saying the spacers choice one doesn't run well and the base is better? But no clue I only played the base game.
Apparently the SC edition is much better now after patches. Cheapest method to getting SC edition on GOG appears to be buying the The Outer Worlds: Non-Mandatory Corporate-Sponsored Bundle for $35.09 and then paying $11.99 for the SC edition upgrade.

In a word, yes.
It's a linear campaign (essentially) with lots of fairly substantial side stories that flesh out the other characters a bit.
The guns and combat are very well done.
The place looks awesome. And every zone is unique and vibrant.
Amazing game!
Everyone going on about Starfield, but 15 hours into Starfield and I'm going, hmmmm The Outer Worlds has more soul
