To everyone wondering, it is meant to go free on the 25th of Sept (initial expiry date of this deal). Not sure how Steam/SEGA messed up, but that's what caused the error (and the current price).
They didn't set the start time correctly, so it became available unintentionally.

It was obviously intentioned for September, hence the subscription having Sep 2023 in the name
They changed it about 5 minutes later to expired, so anyone who got it had to be fairly fast. (Or you can just wait until the correct promotional time for your… Bass Fishing.)

This is great on the Wii as you use the motion controls just like arcade/Dreamcast reel controller. It's only ~$6 on ebay
