Got for a similar price a few months ago and pretty impressed with it. Had some roof leaks because I bought a bargain roof on ozbargain. I got up there recently with this torch and could spot the wet rafter near the leak from about 10 metres away. Bought another one for the car. Car roof doesn't leak. Yet.

Double click for strobe, triple click for SOS.
Has mode memory.
This is a nice flashlight to carry around along with an Anduril hotrod (like an Emisar D4V2), for the USB-C charging.
EDIT: should also mention that yes, this does charge from a USB PD charger, i.e. C-to-C cable.

I ordered another one last night (this price) so that i have a spare since the one i have gets so much use, great torch, removable 18650 type battery rechargeable via USB c cable.
My C3 battery is on its last legs… Any good replacement recommendations?
Panasonic NCR18650GA is what I use, but any reputable brand should be fine; Sony, Vapecell, Keeppower, etc. Stay away from the brands with "fire" in their name, like TrustFire, UltraFire, etc.

Panasonic and Sony are the best though expensive, do not buy the many cheaper generic brands.
The battery isn't very high quality. One of mine died a while ago, and my nitecore charger throws an error when the battery is inserted).
But I'll be buying another of these torches. I think they are great value.
You may already be all over this but Google: jumpstart 18650, this has magically brought batteries back to life for me (and made me annoyed I had recycled plenty before I could have revived)

Depends… What will be the main use of the torch? For an all rounder it's hard to beat a head torch so you have both hands free.

I just realised you're probably not familiar with lithium ion-powered torches so maybe starting out with a torch that comes with a battery and recharges via USB would be a good choice to start with.
Convoy offers bang for the buck, there's Maglite-type torches there too (L series). Some should come with batteries but you'd need to buy a charger as well.

Can anyone recommend a good quality but basic torch (ie no brightness setting or flashing modes)? Ideally something similar style, USB rechargeable, and similar price range as this one?
Gave my mother an Anker 1300lm I got a couple years ago for power black outs. Super nice torch, but she keeps getting confused with the modes which are too easy to change with the single power/mode switch on the back. This one looks like it behaves the same way, so hoping to get her a no-frills one to avoid the fumbling (she’s not great with tech these days).
Convoys with "Biscotti" UI have about 12 modes to choose from, one of the modes is 100% brightness only.

This'd be acceptable if you liked cool white. I think the main appeal would be buying from Amazon rather than a Chinese manufacturer website or AlExpress. Much less chance of it getting lost in the mail.
Any owners here find that the battery drains when it isn’t in use?
I’ve found about 2-3 times now if I haven’t used it for about a month the battery is flat. Blast in the nitecore and it seems to be ok. Default battery is crappy?

Yes I do. I tried it at night and can see how far and how bright it is down my street, I was surprised.
Don't knock it if you haven't tried it.
You'd need almost 12V to get anything close to 10000 lumens with that LED, not to mention a massive heatsink.
I'd say that torch could realistically do 2000 lumens.
