  I think you have to choose 15, I ordered 15 photos and it worked without any problem.
  If you don't have any more photos just choose some photos gain until you have 15 photos in total

Last time I took their free 15 5x7" photos, it took just over a month till it was ready for pick up in store.
If you need your photos urgently, I suggest you order instore rather than online.
