Depends on whether a VESA compatible monitor and stand costs less than a monitor with rotating stand included.
Not so! You need to consider the panel technology.
e.g. TN panels can have very limited viewing angles on one axis, so if rotated look terrible.
They are no so common, usually for gaming because of high frame rates?
IPS or VA panel should be OK.
It's been over a decade since I've seen an LCD panel with viewing angle issues. My 10 year old plain-jane 24" Phillips monitor is fine from any angle.
So I suppose it's an issue and you should check before you buy but then you should be able to angle it so you can see it anyway.
24" monitor are like square. for the price you should be able to snag used ones for about ~$50 in marketplace.
Any office-oriented Dell monitor I've used in the past decade can be rotated vertical on the included stand.
Just get something refurbed from ebay.
