    It should be, but if it's advertised to businesses and not consumers, technically it can be advertised without it.

    However, as it states

    used commercial gym equipment, setting up commercial or home gyms

    It could be argued they are in breach.

    They don't interlock so if you turn wheels they will tear/scrunch up and move I would think. I know at my local gym there's a spot where a weight rack gets dragged around and the mats are always out of position

      You can use an adhesive like pressure sensitive glue to make them stay put

    These type of heavy rubber ones would do the job, but like said above get interlocking ones instead of flat.
