Got a chrome cast and watching a movie which is English but has foreign speaking parts. No subtitles. Yet when I put closed caption it does.
Contacted Netflix and said it’s a licensing issue. Dafuq!?

I have noticed this myself in some pirate releases. You often have to juggle multiple subtitles to find what you want. Some only show SDH, which include descriptions of sounds. I find these annoying. Others only have the foreign parts. While others still have English subs, but when foreign parts are spoken, it just says "speaking foreign language." Sometimes it specifies what the language is.
As for licensing, everyone that makes the subs has the rights to them. That's why there's such a mishmash.
On Netflix they have really poor timing with their subtitles. Sometimes one line will stay onscreen for too long, then the next line is only on for a second and you can't read it.
I've had your same problem on Amazon Prime. Hard to know at first if it's intentional by the filmmakers or not.
Turning on the hard-of-hearing subtitles is sometimes necessary, but is annoying to turn on and off frequently.
Why don't you just learn the other language?..
