PC Part Picker's budget gaming build is $676 and uses the same CPU, and while the other specs are the same, they omit the GPU and Windows 11.
Adding those two places it at $1514.
Plus you get a warranty and support, which for many people is extremely valuable. Not everyone wants to build and support their own machine.

The HP Victus is actually a B550A which is effectively a rebadged B450. AMD accommodated OEM desires to save money whilst not having an old chipset model number for marketing.
I'd also be wary of the motherboard as whilst it says AM4, the specs only list support for the 3 Cezanne APUs. BIOS may not support or allow anything else.
The HP is better in almost every regard, including some important areas where BPC/TechFast/etc fail:

I've been considering an ITX build, but I do like the look of this. But not big on HN and obviously a better price in a few weeks is something I'm willing to wait for

Certainly won't make prices worse, but realistically the release of what's probably going to be a $1600 GPU and an $1800 one couldn't have much effect on the pricing of $400-700 GPUs that are in play here.
We may hear some teasers about the new mid-range releases at CES in January, but even then I reckon it's a coin-flip on whether we actually get the cards in customer hands in Q1.

I decided to the pull the trigger, but still might change my mind.
I was looking at doing a mini ITX build, with something like a 5600X or 12400F and then a 6600xt. This build was going to come in between $1000-$1300
This Victus is basically a mini ITX?, better GPU than what I was looking at, slightly worse CPU, but the added advantage of not having to build it.

The 5600G is more than slightly worse, because it drops some functionality as well as speed. Most notably you lose PCI-E 4.0 support, and the performance is sort of midway between an old Ryzen 3600 and the 5600 due to the halved cache, which tends to be important for gaming.
(If you do go the DIY route, shop for the plain 5600, not the X, they perform almost identically despite the $60 price premium)
Is swapping out the 5600G for a 5600/X an option. But I would need the board to support PCI-E 4.0, which I suppose it doesn't. I think I answered my own question.
Yeah, if you refer to AnotherHuman's post above, it looks like the answer is either no, or a different flavour of no. That is, either no in the sense that it won't work at all, or no in the sense that it'll work to give you the performance boost, but you'll still be locked to PCI-E 3.0 because of the limitation of B450.
@nomisg: Yeah, perhaps I shouldn't take an OzBargain comment as an absolute source of truth, but it's still a bit of an open question due to the obscurity of OEM-only products like B550A. It does look that it may technically be an enhanced version of B450 with added Gen4 support, but the list of supported CPUs make make that a moot point: if the specific motherboard HP is using here does not allow the use of any CPUs that actually have the required support, then it solves nothing.
The other factor here is that the original 2020 launch CPUs in the 5600X and the 5800X are now semi-obsolete, but the CPUs that replaced them (the 5600, 5700X and 5800X3D) were only released this year. So you'd also be dependent on HP being diligent enough in constantly updating the BIOS to support new CPU releases.

Not seeing much love in the Bios update department, but the bones are there to support the 5600, 5700X and 5800X3D and PCI4 etc. An MSI variant has done it. There was a HP update to SSID: 89D5 (not 89D8) in sept 2022. But I think thats the Intel variant.

@nomisg: Yeah, unfortunately it looks like that information is unknowable until people who own it try their luck and attempt it, and for those people to then be helpful enough to post it on the internet.
So what we know is -
Definitely compatible: 5300G, 5600G, 5700G.
Most likely beyond them: 5600X, as it is older than the above CPUs, but is rated at the same 65W TDP.
Somewhat less likely: 5800X, 5900X, 5950X, as while these are the same age as the 5600X, the motherboard may not be best equipped to handle the higher demands (105W TDP, in practice 20%+ more than that).
Least likely: 5500, 5600, 5700X, 5800X3D, as they're all over a year newer (April 2022) than the CPUs that actually are supported (April 2021).
Did a simulated build at partpicker. HP's Price is closed to DIY build which you will get more upgradability and better quality parts than the HP pre-built.

Yes but that doesn't take account of Windows license and HP support. I no longer have the time to play around with hardware. Just want something plug and play and works. Hence I switched to console gaming. However if this works good out of the box to my eyes close to DIY build then it's a go

Asked myself the same thing because of the graphics card, but still thought some people might find value in this deal so posted it.
For people who keep asking for mini/itx deals this is decent for a pre-built PC. It will play anything at 1080p and most games well enough at 1440p (I ran a ryzen 2600 and 3060Ti on a 1440p screen very happily but some may want more fps)
Otherwise, if you don't mind a bigger case, it's not an amazing deal. The 5600G CPU is more like a ryzen 3600 or 5500 than a 5600 in terms of performance. The motherboard and PSU are likely proprietary so I wouldn't expect to be able to upgrade much in the future.
I've been out of the desktop builds for a while what is itx?
My i7 6700k PC died this week after about 8 years service. I'm looking for a cheap prebuilt, is this CPU better or at least on par? I dont play modern games and just looking for a replacement. I play on 1440p max due to monitor and Total Warhammer 3 and FFXIV are the only real demanding games. Or should I look for something better? Any recommendations?

It's an interesting system because the default spec is pretty questionable, but the options are flexible and reasonably priced enough. I would not upgrade to the 5600X, instead I strongly suggest upgrading to the regular 5600 which is within a couple of percent for significantly less money.
The savings then would be better spent on upgrading the motherboard (either option is fine) because the default one does not support PCI-E 4.0. Then spend the $29 to upgrade the RAM to RGB RAM. This may sound like a weird suggestion, but it's not because of the RGB itself. Rather, this is because the default RAM is slow CL22 rated stuff. No one makes RGB RAM with specs that low, so by upgrading it, you should end up with a decent 3200MHz CL16 kit. As a final optional upgrade, taking the Deepcool CPU cooler upgrade is not a bad idea if you're okay spending that little bit more, I generally find it worthwhile just to not have an annoyingly loud system.
I recommend against taking the SSD and WiFi upgrades. For the SSD, this is because you would be better off just buying a separate additional SSD while keeping the default one with its effectively subsidised price as a secondary. For the WiFi, you can effectively get the better ax WiFi for less by manually adding the Intel AX200 WiFi kit to your purchase instead, though note to use this you need to also upgrade to the Asrock Pro4 motherboard.
