No. A website or app has no idea how much power is going in one end, and coming out the other.
Why do you need to test a cable?
Does it take ages to charge and you want it to charge faster?
Does the cable get hot?
Does the device being charged only charge sometimes?What is your definition of "Efficiency" with regards to what you are trying to test?
Not sure above app/website, but I bought a USB Power Tester a couple months ago to see the Voltage of charging
