Figured out this deal works a bit differently actually. You need to add Big Max Medium Meal (Promotional item in Menu) to your cart. Based on your location, the price may vary. For me it was $14.55.
Now, minimum spend excluding the $14.55 above is $18.45 (this is because, the system is just calculating minimum spend as $33 including the Promotional Big Mac, before discounting it.)
Hence, it goes $14.55 + 18.45 - $14.55 = $18.45 (plus Delivery, plus Service Fees)
Not bad I'd say. Also, note that if you aint hitting the $18.45, you can customise the Free Big Mac Meal too (Eg: Swap Drink for McCafe Coffee by adding $1.00 etc.). The system will just discount value of a 'Medium Big Mac Meal' which is $14.55 for me.
