I'm pretty sure this is the lowest on Steam so far. RE 2 and RE 3 are also on sale individually for $16.48 and $18.96 (70% off and also lowest I think ever) and comes to $35.44 for both. But you'll save an extra $7 with the Racoon City Edition which happens to include RESIDENT EVIL RESISTANCE for free.
RESIDENT EVIL RESISTANCE Is a Co-Op survival game like Left 4 Dead 2 but sadly it is apparently abandoned by Capcom and you can only play by direct connection because no servers are online, which is a real shame to me because I love L4D2 and apparently Resistance is a good game that really had potential, weird and very disappointing move by Capcom (what else is new) but anyway, it's included if you want to check it out.

Resident Evil 2 if you just wanna buy separately for 70% off https://store.steampowered.com/app/883710/Resident_Evil_2/
Resident Evil 3 if you just wanna buy separately for 70% off https://store.steampowered.com/app/952060/Resident_Evil_3/
Both games are rated highly by many, especially Resident Evil 2, some even saying it's the perfect example of a remake with good replayability too. Resident Evil 3 is also considered good by most critics and fans, sadly though it is a much shorter game, but there is a certain level of replayability too, just not as much as RE2 apparently. But it looks fantastic IMO and for such a low low price, I think it's probably worth a go, especially if you love this franchise (and Jill Valentine 💖 😅)
There are DLC available for both, but it's just cosmetic stuff not game content, and there are quite a few mod skins available at the Nexus for instance.
Resident Evil 4, 5 and 6 are also on sale as a bundle for a mere $16.09 (75% off and lowest price so far)

RE4 is awesome and RE5 is a lot of fun too, haven't played 6 but it's got a good rating.
