I recently bought a brand new coffee machine from Amazon AU seller on Amazon Australia website but received a used coffee machine. The customer service representative told me to return it at my own time and costs for either a refund or replacement.
I wonder if there is anywhere on its website that I can leave feedback and rate Amazon AU seller?
I have read comments here about returning it myself or try to get it done with other free return options. My concern is if it is normal for consumers to expect retailers to sell used items as brand new items and if that happens no reviews of such shady business practices can be posted and shared on the retailer’s websites?

There is no option for not as described. The closest reason is wrong item was sent and when I got to the end I could see the “Aust Post - no label drop off” option.
AusPost no label means they will provide you a barcode which you bring to post office to print in there.
Customer service from Amazon or the seller?
Amazon have drop off spots in allot of suburbs in Sydney for returning stuff for free. You can ask for a return from the order page. You would need to read up returning the product on the following page/links to see how you can do it:

You're clearly not pursuing a change of mind return, the item wasn't as described so there should be some kind of category that fits. There will almost certainly be a way to get a free return and refund. If you're really stuck, click the "I need more help" button when it shows up and request a phone call from Amazon Support.

@wtfnodeal: Just initiate return yourself on the website, select 'Wrong item sent' as you saw earlier, and do the 'Aust Post - no label drop off' using the box it was sent to you in. You won't pay return costs but you will have to go to an Australia Post outlet - Amazon won't come to your house to pick it up.

If it was sold by Amazon AU, they’d most likely get you to return it under their cost.

If you go into Order, choose return and select “Problem with order/item” and jot down your reasons, it should automatically create a shipping label for you. It should even give you no-printing option if you don’t have access to a printer.
I’ve never had issues with returning problem item/order from Amazon.
As for your comment below, while it’s true businesses should get things right the first time around, mistakes do happen and as long as they offer timely, satisfactory solutions I’d rate that as good service.It is not a mistake. They deliberately sold me a used item. The customer service representative told me that they would not honour return costs! If I don’t want to pay for the return shipping costs I need to follow the tricks you and Forenti taught me.

I've had to return an Amazon item that wasn't covered by the "Free Returns".
When I first tried to do it I think I chose a reason as "Product Doesn't Meet Expectations" or something like that, and it said I needed to pay the return postage.
But when I instead put in a reason of "Item Defective", then I did not have to pay the return postage, I received a pre-paid return postage label to use.
So maybe you could give that a try?
Note this was all done on-line not via the customer service rep.

I think you're right that you can't leave feedback for Amazon AU as a seller. Next best thing might be to leave a detailed product review on that item.
I did and was deleted/removed by Amazon.
Did they give a reason why? I've definitely read reviews of other products where people have complained about getting used or fake items.
@lainey13: The reason was my review was related to the seller not the product itself. It makes sense as there is nothing wrong with the coffee machine but it is the dodgy seller Amazon AU sent me a used coffee machine.

@Forenti: Frankly speaking, any less cautious customer won’t notice it. I did not expect that either until I saw double layers of sticky tape and strong coffee odour upon opening the box. I confirmed it was used not brand new when I found brown powder and liquid residual in the hopper and the water tank inlet.
@holdenmg: No. Definitely not this time. Last time I made a big mistake by contacting the manufacturer of the TV I bought had flickering problem. This time I will just deal with the retailer.

Thanks for the link to consumer protection. I did file a complaint with them however I don’t think they will do anything as last time I bought a 65” Hisense TV with flickering screen problem and Consumer Protection told me to put it into the back seat of my car to return it to the retailer instead of contacting the manufacturer for in house warranty. This time they probably will tell me that I am lucky as the previous customer has run in the coffee machine for you and consider the leftover brown power and liquid left by the previous customer in the coffee machine as free gifts.
Amazon UK also don't allow you to leave a review if it was sold by Amazon UK.
Makes sense because if they get too low feedback score according to their seller policy they could ban themselves - so safer to not let anyone leave feedback :-)
If you haven't got it sorted yet I would start a new chat with a new agent. I had an issue once where they would not accept my return using their menus and luckily I got a good agent when I explained that the item was incorrect and defective so they have to give free returns (agent lodged it as "damaged during delivery" which wasn't the issue but was what they had to do to sort it).

How much coffee and water was left in the machine? In my Delonghi there was residue and it also says to expect it in the Philips manual:
This machine has been tested with coffee. Although it has been carefully cleaned, there may be
some coffee residues left. We guarantee, however, that the machine is absolutely new.Enough powder to fall out of the machine and left watermark on the water tank.
So Philips first sealed the box, then cut it open to test the machine, and resealed the box before sending them out to the retailers to sell them to consumers? Because I found double layer of sticky tape.
Sold by Amazon? If this is really the case, try again on different chat agent.
