What does it do?
Looks like a wireless access point or router
One cool thing to use them for is to stream your itunes to other parts of the house just plug your speakers into the Airport and then use your iphone/ipad to send your tunes to them :)

I believe so, yes
can do this with the Tenda A5, 802.11b/g/n & looks similar, for <$25 inc p/p off Ebay.
And other wifi repeaters $30 up.This does more then that though
While I'm sure there is a work around, the Apple info sheet on the express states categorically that: "AirPort Express can extend the range only of an AirPort Extreme or AirPort Express wireless network" See:
If extending wirelessly, your router must support WDS. If extending using ethernet cables, then any router can be extended.

$99 is the usual refurb price on the Apple store (which has free postage).
I've heard that there might be a new version of the Apple Airport Express coming out soon.
