No, it's not — that's the whole point, season 1 is currently free and you don't need an Apple TV+ subscription. You do need an Apple ID though.

Is that mean without Apple TV+ you can still use the app to login and watch whatever free to watch? I didn't extend my subscription after the 1 year trial expired.
Yep, you just need the Apple TV app (these names are so confusing!), and you can watch Season 1 for free, no subscription required. If you don't have the app, I believe you can also use the web browser, but I've never tried that so don't quote me on that.
