The guy who made the patch states on his website that it's no longer required. It seems that Rockstar finally updated the game to work properly.

LOL I logged in the other week after being interstate for 2 weeks and had 11 russian groups that invited me and a few random russians that added me as their friend.

They updated it I guess. I copied exactly what it said. I don't really have any incentive to not include it.
