Dad's old Dell optiplex 24 inch AIO just died and we need a replacement. Looking for something around the 27 inch mark with a touchscreen. He really only uses it for Chrome and emails so budget is low. Any help appreciated.

the combination of touchscreen, 27 inch and an AIO form factor usually means you'll be paying more than $1k for the whole unit. Maybe around $1500.
They're fairly exotic combinations so you have to pay a premium for it. It won't be value for money.
Dell Inspiron 27 7000 AIO meets your criteria but the cheapest, lowest end configuration is $1400. Not cheap.
You should probably consider getting him a laptop (Chromebook if you don't want to provide any tech support) and an appropriate 27 inch display. Hopefully one of the popular Dell LCD monitor deals should give you some inspiration.

If you must have an AIO, avoid the dreadful HP models at any price.

Why an aio? Just get a $200 optiplex and Facebook marketplace screen so you can replace parts when/if they break
