agree, probably handy for doing cable pull brakes but not a tool I think is mandatory!
Not required for brakes, but handy for putting tension on gear cables if you insist on not running Di2.

Oh, so it's really a cable holder rather than doing any stretching.
Can see how it can be useful but it's not necessary.
Seems like a pair of regular vice grips / locking pliers could already do basically the same thing
