Has anyone in this forum had any experience being able to get a new GPU as MSRP prices?? I've heard at microcenter in the US they are willing to sell for that price so long as you prove that you are going to use it for gaming. Anywhere where this would be the case in AUS?

How can you prove you're going to use it for gaming? Even if you actually did want to game on it, nothing is stopping you from selling it at a profit and repeating the process, under another name/account/address of course.

Yes possible. Buy the card you want and mine until it reach MSRP. Go for 3060 ti —> 3080 ti.
They aren't even priced at MSRP when bought as part of a bundle or in a prebuilt system. Closest I can think of is like buying a Dell gaming desktop with eBay coupons, harvesting the GPU in it and then flipping the soul-less, empty husk of a gaming system back on eBay to get some money back.
