  If it's like the Orange sample, it is a sample you can apply. Instead of going to the shop to try it out and deal with a salesperson, they send you a little wet one of the fragrance so you can wipe it on and try it.

Even if they technically didn't specify the sample was a bottle. It's deceptive and unclear. Hence my perception of the Hugo Boss Brand now stands just below Woolworth's Select Cologne.
