Any recommendations for a decent cheap charger?
A nitecore or liitokala charger are good imo.
The K-KJ55MCC4TA listed below by kerim86 is good, but expensive unless you have access to TGG Commercial. It's probably the only good charger made by Eneloop at the moment.

Before anyone asks, this is a "dumb" charger, which is designed to damage your batteries. But not so fast that you think you were ripped off, you'll probably get about three years before the batteries become unusable.
