Depends how much latency matters to you. For most people I think the answer would be no as the diff between 3200 cl14 and 3600 cl16 is just over a millisecond. Have a look at the very colourful CAS latency matrix about halfway down this page (or read the article if you like!)

not at all… at 1080P competitive gaming with high end graphics card you may get max 1-5% improvement dependent on game
at 1440P with a low or midrage GPU .. next to 0% improvement
What helps more is dual rank vs single rank
4x single rank sticks or 2x dual rank sticks performance the best. 3200Mhz or 3600Mhz
