Lower levels have greater % off but I think that's putting lipstick on a pig.
You need to assess which airports you go to, and how often, to see if it's worth it for you.
Wow in Australia you basically get REX lounge access. I think I will stick to my Qantas and Virgin lounges. Unless you are particularly flying in and out of Sydney and would prefer to have the $36 voucher for food outside of a lounge and transit through Sydney Airport 11 or more times per year this is really not a good deal.
In Australia, the value from this is mostly getting credit towards food/drink purchases.
Sydney is good - you can get $36 towards food etc. in all of the terminals. Getting food from the Asian place or the bars etc. is levels above Qantas/Virgin lounge.
Melbourne, not as good in domestic terminal. Only Terminal 4 at the moment and includes the Rex lounge which is miniscule.
Internationally, it's a bit of a lottery: sometimes you go to the lounges and they are so packed, it's ridiculous. But it can be useful, especially if your flight is delayed and the outside areas are packed (e.g. Fiji, Bali).
