It is not explicitly mentioned that if the subscription is only for tracking purposes and if there is no subscription, you can still make a call. The problem is you need to locate your kid and for that, you still need a subscription so that makes this question kind of irrelevant.

If you have a cheap android phone lying around that you are not using, perhaps consider using Google Family Link to track their movements. Obviously, the phone can also make and receive calls.
