you don't own steam games
yes you do. its not a streaming service. Steam has a offline mode it doesnt' require to be online as long as you have your game installed, I have every game install on my PC all 1000 games. I have never had an issue since steam launched so yes you do own the games. Paying a monthing fee for a game service means when you stop paying for it you can't play any of the games any more.
Practically, you are correct. But technically I think TruthNuke is correct. I remember reading that in the steam agreement or whatever, you don't strictly "own" the games. Accounts are non transferrable, so when you aren't here anymore your account ceases to have ownership and steam just takes it back.

In short, you don't technically own your Steam games - you have a license which entitles you to play it.
