  Why is it rated as age 18+? Surely someone at say 16 would be just as capable of bulding this as an 18 year old.

    Same thing with all age guidelines for Lego really. It's just a guide. I've seen two years old play with 5+ Lego no problem.

        I mean adults can swallow small pieces too. As long as they know not to do that I think it's fine. There's a big range for what is normal for a developmental progress.

    18+ is basically a theme that means the set is for display not play. They do seem to get it quite wrong sometimes though. I can't imagine why Sesame Street and the Winnie the Pooh set wouldn't be for play.
