I've tried the HBO max app on Android TV but it stops working after a few minutes. I've not subscribed as it's not worth it for me to watch through a browser or cast through phone.

It worked for me in the UK (with US VPN at the time) but didn't work well here. It would often buffer.
OECK VPN works flawlessly for me. Either sideload the application that you can download from their webpage oeck.com or use a VPN client such as VPN Client Pro and use their ovpn file.
I personally use VPN Client Pro and I can define which apps use the vpn and which ones use the default route.
I use OpenVPN with NordVPN and it works well for the US and UK content.
Might try a different version of the HBO app and see how that works.
