Need it for Web Browsing, Word editing and Photoshop/Illustrator use.

$449.10 with ebay PlusColor accuracy is probably terrible though, might want to get a IPS monitor with decent SRGB coverage.

You had me up until Photoshop/Illustrator use.I'd suggest a Lenovo Carbon x1 for that

Graysonline sell Lenovo refurbs.
You'll probably need to be a little flexible on your budget, and you'll need an external monitor if you need remotely accurate colours, but there's some reasonable machines on there each week with modern processors not too far out of budget.
A Chromebook would be great… except for the Adobe stuff.
Unless you can use them online or find browser alternatives?
