Facebook asks for ID verification if you have an account with very limited friends and posts. It already detects behaviour that troll/anon/fake accounts would do ie. comments on posts but nothing else.
They and Twitter aren't doing nearly enough to prevent scammers though. So many have set up fake accounts that look similar to a famous person's actual name, you report them and the report gets dismissed. Morons.
