value wise (at 10100F & 10400F) I would say yes.
Higher end depends on your usage.
I think so if you don't care the power efficiency and pcie 4.0. Many 10900k/10700k can be stable at all-core 5.3/5.2GHz, then its single-core performance is close to 5600x/5800x but 10900k/10700k has much better multi-core performance comparing with 5800x/5600x.
Value really depends on who you are, but if you're a 'buildaPC every 5 years' kind of guy, AND the CPU+mobo is the last component you need to purchase, I'd definitely get this over the $50~$100 more expensive 5800X.

If the CPU is NOT your last component to purchase, seeing as how things are, 2021 is a turd of a year to build a PC, so I would strongly recommend you to hold off on CPU/GPU purchases and wait for actual bargains/lowest evers, if value is your thing.

What cooler are you using? And what frequency does it boost to?
Intel's 250W cpu. Great for home heating in winter. Isn't the comparable AMD 5800X option about 120W?
You've got to take into account that the CPU throttles based on usage. I've got a 10900KA coupled with a 1080ti, if I'm not gaming the entire system barely cracks 135w (my PSU has a real-time power draw monitor). Sure the AMD is no doubt more efficient but it wont be a huge difference in normal usage.
They stuck on 14nm, to be expected. Plus Intel R&D spend has been nothing for like a decade but looks like Intel is bringing back their best engineers for one last hurrah before ARM rightfully takes over and we can have CPU freedom.
