I've negotiated $700 for this used PC on gumtree and was wondering if it was a good deal.

Yes, run a couple stress tests to check stability.
will the seller allow him to do it with the risk of breaking it?
I would use (disclaimer: use these at your own risk, they can damage the PC);
1. GPU: Superpositionbenchmark while monitoring with GPU-Z
2. CPU: wPrime
Yep, AIDA64 all the way, pass mark could be ideal. I had a free one that stressed my GPU recently and I ended up diagnosing the PSU was faulty

Yeah that's decent, about $1000 worth of parts if you were to buy new.
If you can stress test it, sure. Make sure it’s clear of dust and if it passes it’s benchmarks it’s fine
I'd just buy new. A newer chip with stock cooling will run faster.
Seems like a pretty good deal. If it's in good condition and it matches your needs, I would say it is worth buying.
