Go to the worksite and take plenty of photos of them removing the old water main and replacement being installed. Use that as evidence for your claim.

I wouldn't worry about who must take responsibility, as an Uber car you'd have full comprehensive insurance? so let the insurance pay out get a new replacement car if under 2 yrs old? and your policy allows that.
