the hyperx are CL17 which means lower latency, making it faster
The Corsair RAM is Samsung b-die, generally considered the best chip available. Hence why it's now sold out.
It can be but not necessarily. It can also be Micron Rev. E or Hynix CJR both if which are still pretty decent. Even if it were B-die I wouldn't expect such a low bin to OC well.
